This website provides information and updates for the Luminary Highlands Solar Project in Pueblo County, Colorado.
Project Information
Luminary Highlands Solar Project, LLC (Luminary Highlands) is proposing to construct and operate a 250-megawatt alternating current utility scale solar energy facility in a rural area of Pueblo County. The Luminary Highlands Solar Project (the Project) would encompass approximately 3,226 acres of privately-owned leased property on land used for agriculture and cattle grazing. Project components would include the alternating current solar energy facility, an approximately 124-megawatt battery energy storage system (BESS), a substation, and a utility switchyard. Surface-disturbing activities, including final grading, will be required to allow for the development of the Project. Operational activities, namely mowing vegetation and cleaning of the solar panels are required for routine maintenance. When completed, the new solar array will into existing regional electric grid via a line tap along Public Service Company of Colorado’s existing 230-kilovolt Boone to Midway Transmission Line. If approved, the Project is scheduled to begin construction in 2024, with the solar facility operational in 2026. The up to 250 megawatts of sustainable energy to be produced by the Project is enough to power about 51,000 average American homes and reduce emissions equivalent to taking 46,000 cars off the road.
Luminary Highlands, a wholly owned subsidiary of Enel Green Power North America, Inc, is submitting an application for a Pueblo County 1041 Permit for the proposed Project in accordance with House Bill 1041 regulations (HB 74-1041). In support of this permit, and to comply with federal and state regulations, Luminary Highlands will conduct a variety of resource surveys. In addition to surveys for natural resources like wetlands, and although not required for these permits, Luminary Highlands will document the presence of archaeological sites, historic buildings and structures, and isolated resources in the Project area.
Public Open House
Luminary Highlands is hosting an open house for the Project in Pueblo County. This will be an informal opportunity for the community to learn about the Project, visit with the Luminary Highlands team, and provide comments. Information will be on display and light refreshments will be provided; no formal presentation is planned for this event.
